Users Advanced: UpdateUserAssignedFleetsMakes changes to the list of fleets that are monitored by a users

Usage Notes

The FleetUpdates parameter will be in the following format:

<remove>
FleetID
</remove>
<remove>
FleetID
</remove>
<add>
FleetID

FleetID
</add>
</fleets>

The service will always process the remove nodes first, then the add nodes second. The order of the add and remove nodes does not matter.
The root node name does not matter; we use <fleets /> for simplicity, but you can use <foobar /> if you want.
If you specify a FleetID to be removed and added, the end result will be that the User will have the fleet assigned.
