Usage Notes

The Notification parameter will be in the following format:

</notifications>

The service will always process the remove nodes first, then the add nodes second. The order of the add and remove nodes does not matter.
The root node name does not matter; we use <notifications /> for simplicity, but you can use <foobar /> if you want.
If you specify a SystemTypeID to be removed and added, the end result will be that the User will receive those types of notifications.
